I've played through the games story, really enjoyed it, currently playing through all the individual characters tower matches. I noticed that a LOT of characters have a possibility of showing up in MK 11, since only like, what, 4 people died in the story mode. Its really hard to say, considering a few other 3D generation characters weren't even given a mention in the game or in comic, plus NRS/Midway really like tossing in new character ideas.

I'll make a list of characters that I don't think will return and my thoughts
Kung Lao (Gets a cameo of being rescued...thats about it)
Jax (I believe he would get killed off, like in the endings..oh yeah, spoilers!)
Sonya (not much you can do with her)
Kenshi (Takeda takes his place)
Shinnok ("Dead" apparently)
Kano (Son replaces him, like in the ending)
Ermac (Gets a cameo later on, dies)
Mileena (Ugly Bitch is dead)
Jacqui (unless they make her into a demon mutant...hey it'll make her more interesting)
D'Vorah (She's imprisoned I guess?)
Quan Chi (Dead)
Goro (Don't even know why the doof was there)

I think we can all agree that Team Kotal was a much more interesting group of characters than Team Cassie, hell the game should've revolved around Kotal, wasn't the story supposed to be about his "Rise and Fall", but I think they should return in the future installment.
