I agree with the fact that MK9 had little character development. There is so much emotion and depth that could be added to each character that could make the game that much better. Cage is a smart ass loud mouth but maybe instances of his level-headedness and seriousness could have showed. His talk could be like a deadpool thing where he talks shit to feel better about himself. The only character that got some charter look were raiden and kang. Kang was shown more as an emotion driven person and raiden was just an idiot. Characters that deserve more depth:
Cage Sonya Kenshi Reptile Ermac Rain Sheeva Noob Saibot Baraka Jax (whenever he returns) Kabal Kung Lao
Reptile and Baraka have always just been subjects. I want to see sone doubt and rebellion in these characters. Reptile could be bitter about certain things so his aggressive fighting style could be explained. Baraka is a savage and obviously loyal but I want to see more pride, maybe he can talk bad about the centaurion claiming kahn is a fool for not fully trusting the might of the Tarkatan. Noob Saibot was just quan chis bitch in this game. He was good but his corrupted soul and time with quan chi had to have made him a conniving mofo. After all its fucking Bi Han I'd love to see noob having quan chi-esk cunning. Last but nit least is sheeva. She has honor but I want to see how her honor affects her decisions with Kahn.
As for relationships I wouldn't mind some subtle hinting at cage and Sonya, Baraka and mileena. Love has been used to fuel certain characters. Only scorpions "love" is in the form of vengeance but it's the love if his wife and kids that made him vengeful. Also I'd like to see some ermac internal conflict, maybe he can be somewhat schizo due to the spirits arguing.
In terms of development of the Shokan/Motaro: There was no point in mentioning the Shokan and Centaur rivalry at all if the story mode itself showed nothing about it (or the Centaur being the favoring race).
