Is Shao Kahn too overpowered?

He's not overpowered, just incredibly poorly designed.
Having to resort to projectile spam is not fun. Being stun locked is not fun. Hopefully NRS learns for the next game.

Thankfully he's predictable. I've beaten him with combos 90% of the time. Just jump over hammer, combo....repeat
Here's the thing:
It would have been a heck of a better time if Kahn actually fought me instead of resorting to projectiles and his hammer. I swear to god, his kicks and punches are nothing but a giant punch and a giant kick. No combos or anything.
Spamming that harpoon four times in a row is an instant annoyance.
Spamming the hammer throw three times is a major annoyance.
Trying to ram me in the air even though I can easily jump over you is annoying becuase I can continue doing so until you some how hit the floor with your hammer, while I'm in the air, and still get me.
If he was designed in a way where his fighting didn't resort to his projectiles and his hammer, I would have appreciated this battle.
I was literally shaking when I managed to beat him in story mode because of how frustrated this guy was, not to mention I'm fighting as a character who's not doing that much damage as well as resorting to a technique I don't ever prefer anyone doing.
And if he becomes an actual character to play as, of course he's going to get dumbed down big time and get created to be an actual character, but it won't feel like I'm playing as big bad Kahn.
He just sucks.

He is predictable and kind of boring after awhile, but If kahn fought like shang tsung, with combos and every thing, the fight would be more interesting.
