Those are just mods of the PC version of MK. I couldn't tell you how to install the mods into the game because I don't have the game for PC and I don't install mods into any similar games.
I do know it's not a pirate version though. So the first step would be to actually buy the game for PC. As far as I know getting the mods installed is pretty easy, and it usually involves just downloading mod files and inserting them into a game folder. Sometimes you'll have to replace or delete something... I dunno, but the mod will probably have instructions too. Just try doing a google search.

HOWEVER, if you are refering to this, then understand something first. You are supposed to have the game already. Then you download the mod here install the mod into your already installed Mortal Kombat and then play.
First and foremost, you must already have Mortal Kombat. This extra stuff you should have realized is not something official, therefore will obviously not be in the actual game.
