But I think you have to have the Komplete Edition to unlock her costume...otherwise she is just a DLC

This has been solved by the release of Mortal Kombat: Komplete Edition. Skarlet was given an alternate costume in that game by completing Challenge #150.

Here I thought Skarlet's alternate costume was exclusive to the PlayStation Vita version of MK9!

"#150", that's the number of the last challenge in the PSV's Bonus Tower. Are you referring to MK9 PSV's Bonus Tower, or the Komplete Edition's normal Challenge Tower?
