Why Tremor and not Chameleon ?

Chameleon was actually in this game. In fact, he was in every scene of Story Mode and on every stage of the game! He was just being invisible the whole time, spying on the others and remaining undetected. Off-camere he fought a couple of dudes in the second tournament, but they were of no importance.

seriously, weren't Cham & Kham in the scenes of story mode as background characters? I distinctly saw male & female grey retro ninjas. It would have been better to include them as playable or even just fightable characters though. (i.e. someone you could legitimately fight and win against instead of the usual punching-bags Baraka, Sheeva and Reptile)

If you want to think so. Chameleon hasn't commonly been associated with gray color however, Smoke rather, thus Chameleon was probably just hiding invisibly and non-existantly. His "colors" are teal, transparent and rainbow. Skarlet would have been next in the line of punching bags.

This was the perfect opportunity for Chameleon, Khameleon, and even a new Cyber-Chameleon especially on the fact that we now have Tremor, Cyber Reptile, and Cyber Sub Zero. Lol, add in Cyber Smoke, Hydro, Cyber Hydro and were fully complete, oh and make a yellow MK2 and MK3 outfit for Tanya, now we're complete.

I completely understand why none of them were in the real game... but would have loved to have seen Chameleon, Khameleon and Meat make cameos in the challenge tower. (Actual Meat... not Johnny Cage without skin.)
There's really no reason they couldn't have been. All the necessary resources and technology was there.
We have basic ninjas. (With pallette swaps already made)
We have a basic skinless corpse
The game has the tech to switch movesets between characters
The game has the tech to switch movesets on the fly (Shang Tsung)
The game has the tech to switch color pallettes on the fly (Orange vs Blue Kahn)
All the tech behind these characters was there, but they didn't use it. Wasted opportunity for awesome cameos, imo.
As for the grey female ninja in story mode, I for one like to consider her Khameleon, even if there's little to no ACTUAL evidence to suggest it. :P
Stuntman could easily have been Mokap for that matter.
Probably wouldn't have been very hard to work Blaze in either (and an appearance by him actually fits into the MKII theme/timeline)
