Various fans believe he's one of Onaga's holy men/priests.
Because he's confronting Blaze at the Pit II, they assume he captured Blaze to guard the Dragon Egg.

They couldn't add Hornbuckle in the background because that would mean they would actually have to design him as a real character given how much detail you can make out with today's cutting edge HD graphics. In MK2 he was just a Liu Kang palette swap and would look funny if they just took MKX Liu's model and added some green to his attire. I'm sure NRS would like to flesh him out better in another game.

Actually, it would be awesome if they did that. The average player would think it's stupid but us longtime fan would think it's cool.

They can take Liu Kang's Mk9 model and change its palette to green. MK9 had MKD models for Bg charcters like Tanya's in Kahn's arena
