The Kollector's Edition can't be pre-ordered from the PSN store and the Limited Edition is called the Premium Edition on PSN which is $80.99 until April 14th (regular price is $89.99). To get the Kollector's Edition you need to order from Game Stop, Amazon or another retailer that sells it.
Goro comes with the game only if you pre-order. If you don't pre-order, he'll be available to purchase later. The four DLC characters are a part of the Kombat Pack which is included in both the Kollector's and Limited/Premium editions. Those four character will also come with skin packs and can be purchased individually at a later date if you don't want all four.
