Here are the requirements to unlock skins in the console version of Mortal Kombat X. These actions need to be done in the mobile version of the game These are also listed in the mobile game as well:

Mime Johnny Cage - log into WBPlay account

Farmer Jax - complete 3rd bracket in battle mode

Kitana - lvl. a character to lvl. 40

Klassic Millena - Finish a challenge ladder

Injustice Scorpion - complete 100 multiplayer ladder

I logged into the WB account and it didn't check off Johnny....

Yeah same here. I recall a similar issue with the injustice mobile game. Might want to wait for the first update to the game and then try logging out and then back in again.
