I don't think he is hinting at a new ninja. Rather he is further confirming that there will be other ninjas besides just subby and Scorp ,"new" ninjas.
I guess tremor would make sense tho..
I will say that the days of ninjas are far past. If a new character wears a mask will he be considered a ninja? He surely will not be a pallette swap that much is for sure.

I'm pretty sure Tremor has zero chance of making it into MKX, NetherRealm Studios wants nothing to do with Special Forces.
