That's Sub-Zero in his cryomancer variation. In that variant, his skin turns greyish blue and his frozen arms emit cold "smoke". That explains why you see two trails of "smoke" when he's being thrown.

The costume also matches up, the armband the gloves with the straps...

I mean if smoke has his enera form where maybe his arms are like smoke form similar to sub zero with his ice arms an frozen over mask, thinks that I could deal with, but when you start bringing all this nano-technology into the costume it sorta ruins it for me, I don't know about you guys?
