Why was Mileena as Emperess Considered Bad?

Her rule to be exact.They never say what was so bad about it and how it was.Comics or Story otherwise.

What we know for sure, is that she stubbornly refused to listen to her advisers. Cooperation between realms would be advantageous but I was always under the impression that Outworld, when left alone was diverse enough to sustain itself as an empire, what with all its conquered realms and all. I blame Kano for his greedy profiteering. Later on Kotal spent heavily for intel, weapons of mass destruction and mercenaries, which could not have been cheap. Mileena may have resorted to the same successful, albeit money draining tactics, thanks to Reiko.
However I would like to point out that Kung Jin saved that thief that was about to be publicly executed, so there was clearly a need to ration food after Kotal Kahn took power. Was that largely attributed to Mileena's reign? We can only speculate, as the comics showed that Reiko was not above ruining harvests.

Plus, it was implied in mk9's ending scene and Jaxcqui's chapter in mkx, that Shinnok wanted to conquer Outworld right after taking Earth. Mileena stubbornly refused an alliance with Earth against Shinnok because Raiden killed Shao Kahn, but Kotal noticed that after Earthrealm's destruction, Outworld was next.
Nobody expected Earth to defeat Shinnok on its own.
Do not forget a possible Earth retaliation after the war with Shao Kahn. Kotal wanted an alliance between Outworld and Earthrealm as a form of compesation of the damages substained by our realm.Thankfully Raiden wasn't "dark" yet, so he didn't claim anything back.

I think Kenshi's answer is probably right lol she was just insane
She also seemed to hold a grudge against Earthrealm and refused to make any sort of alliance or pact, which can clearly lead to problems. I am also pretty sure she wanted to rule in a manner similar to her father, and I don't think many of the Outworld citizens liked that idea too much lol
