Confusion over the Amulet

These are the facts as I understand them. Please correct where necessary and clarify my confusions for me. It's been bugging me for a while now. Thank you!

Millennia ago, Shinnok created the amulet as a central focus of his divine power, in a bid to control all of the realms...

Why is Shinnok's amulet considered a Kamidogu??? I thought those were created by the Elder Gods to stop the One Being from returning. What does a Kamidogu have to do with Shinnok storing his power in his amulet?

Raiden defeated Shinnok and hid his amulet in the Temple of Fire. Why the hell didn't he just destroy it? If the Elder Gods and Raiden saw Shinnok as such a threat, I'm sure their combined strength could destroy that flimsy bronze medallion?

Sub-Zero steals the real amulet, and Quan Chi snatches it from him.

Quan Chi presents Shinnok a fake amulet.

Sub-Zero steals Shinnok's (fake) amulet from him and returns it to Raiden.

If this is the case, how did he escape the Netherealm and become so powerful? Was Shinnok aware of the fake vs. real amulet?

Also, why would Shinnok's amulet have command over Onaga's Army? I just don't get how the two would ever relate to one another.

Theory:
Shinnok created the Amulet to activate the Kamidogu...as, according to Deception, it acts as sort of a trigger...but secretly had his own ambitions; hence also making the Amulet a source of power as well.

Maybe it can't be destroyed? Not sure if that was ever specified.

Truthfuly, you can ask this same question in dozens of different stories beyond Mortal Kombat where the heroes choose to hide some weapon of destructive power rather than just destroy it. Same with asking, "Why doesn't the bad guy just shoot the hero when he has the chance?"

One of those storytelling cliches you kind of just have to accept sometimes.

Shinnok got out of the Netherealm because Tanya tricked Sindel into releasing him.
Beyond that, MK4 really didn't go into detail what exactly Shinnok's plans were beyond invading Edenia, waging war on Heaven, and planning to take the Earth. What role the Amulet played (duplicate or real one) beyond Quan Chi secretly having the real one is anyone's guess.

MK4 suffers from having a rather flimsy, underdeveloped story.

Well, it's still an object of great power. Who knows? Maybe destroying it would release the power and destroy the universe in the process?
