As for your question, no, I don't think he was any more powerful.

Thanks for your opinion in the skill levels. But about Shao Kahn... He was first defeated by a mere mortal, Liu Kang, and by the end of the storyline it took the combined strenght of the Elder Gods to defeat him. Kind of strange, right? As for Sub-zero, he has to be stronger in his ciber-form, as this was the purpose for the transformation, and we have to remember that in the storyline he defeated both Goro and Kintaro at the same time.

I personally don't think so, Liu Kang just seemed like he was fighting better against Kahn than Raiden did do to the fact that Kahn just killed Kung Lao & Liu Kang was upset & fighting for his dead friend.

But didn't the soulnado powered up Shao Kahn? And if Liu Kang fought angry and Raiden was powered up by the Elder Gods, so they could win against Shao Kahn, they shouldn't get a 10 like he does.
