In Mortal Kombat, every character has had at least one character-specific Fatality excpet these people. Name evry character who has never had their own Fatality (meanin MKA Kreate-a-Fatality doesn't count).

Enter The Dragon (confirmed by the developers), Bloodsport (confirmed; JCVD's there), Big Trouble In Little China (confirmed; there is Raiden's cousin), the Star Wars saga ep. 1-6 (confirmed; Sidious seeks for eternal life like Shang Tsung) and Ghost Rider (see; Scorpion's Toasty! Fatality.)

American Ninja had a character named Curtis Jackson, if I recall correctly. his character inspired Jax, who was going to be called Kurtis Stryker in MK1, before he was cut (Stryker did appear later, so I guess that was also inspired by the film).

The Terminator had a big red cyborg eye. This was a major inspiration for Kano's design, I think.

5. American Ninja (Indeed this is another direct inspiration for MK, Jax and Stryker's concept were taken from here)

6. The Terminator Saga (Correct this is another movie franchise Boon & Co. Took some inspiration from such as: Kano's metal head plate & laser eye implant obviously taken from Arnold's T-800, Jax's Arms Blade Fatality inspired by the T-1000 in T2: Judgement Day and of course Scorpion's thumbs up farewell in MKSM right before he is taken underneath the molten lava by the undead skeletons)

The Five Deadly Venoms inspired the costumes of Sub Zero and Scorpion. Scorpion probably got his name from it too

Speaking of which, Sub Zero got his name from Arnie Schwarzenegger's The Running Man.

And continuing on with him, Predator was the inspiration for the design of the robot ninjas' heads and hairstyles (and Cyrax's self destruct fatality)

Wasn't Kung Lao's MKII avatar a rip off of Clint Eastwood's Dirty Harry? (the Deadpool also took its' name from another Eastwood film.)

The Ninja Turtles' Shredder was the inspiration for MKD Sub Zero's primary outfit

Cynthia Rothrock was the basis for Sonya Blade, so whatever early 90's movies she was in surely lent a hand

MKD's Kobra was a nod to the bully in the Karate Kid

And how about this one:

Since Google wasn't allowed, I thought that Ghost Rider likely had a movie before Cage's version, CageFan21, and I tried to pass the Star Wars saga as one big bundle. Anyway, it's nice to see someone else take it for once.

I don't think Kung Lao served as any kind of nod to Clint Eastwood. The developers have never made any mention of that.

His hat, though, was inspired by James Bond villain Oddjob.

Google "Kung Lao Clint Eastwood" and you'll see it's been mentioned around these boards for quite a long time.

As for a question...hmmm, gonna try and make it difficult:

The head motif design on the floor of the arena where Goro fights Art Lean in the MK movie can be seen somewhere else in the MK universe.
