My main tactic when playing against Kung Lao is:
DO NOT JUMP AT HIM!
^ He will spin you and get a nice combo off of it.
When he does his normal teleport duck and uppercut. The enhanced one has armor, but I think it can be beaten by some low jabs, not sure though.
I usually try not to allow him to get close to me, I feel that he's better up close than the characters I play with (Kitana, Sektor, Mileena, Sub-Zero and Ermac).
Also, when you knock him down, it's good to press block button as most Kung Lao players like to do the spin on wake-up. If they do and you block it, you get a free combo. I try to bait the wake-up spin. What I do is, when I knock Kung Lao player down, I make one step towards them (so that they think I wanna keep attacking) and then press block. It worked quite a few times.
I suppose you know his dive kick is extremely punishable on block, if you block one of those make sure you do your best combo.

Nice post, Nephrite--great advice. @OP: Do you have a specific character that you play as?

Have you tested to see if Cyrax's Air-Throw hits over Kung Lao's Dive Kick? That would be huge if it did--most of the Kung Lao players I play use a ton of Dive Kicks and love to JP in. Of course, lots of telporting, so uppercut when you see him pop-up (be weary of the ES teleport though, as it has armor, and can bait into uppercut trade for full combo).
Also, try to get pressure on him using bombs and the Air-Throw--most of this you probably already know being a Cyrax player, but that's what I'm thinking =)

Yea the air throw does beat the dive kick, i was using that a lot also using the close bomb on player who like to get close a lot. My major issue was mostly fallin for the spin on wake up but o well.
