Thing is, he has some really bad matchups (Kitana, Ermac, Cyrax, Nightwolf), his useful strings have very short range and two of them are hindered by negative edge, when dashing and trying to do 3, 3, 2 or 3, 4 you may end up using ice bomb, his ice bombs aren't very useful because they don't freeze unless the opponent is in completely neutral state, his ice blast is one of the slowest projectiles in the game, his teleport is slow and lacks invincibility, he doesn't have armor aside from his X-Ray, he can't parry several high attacks (Jax's dash punch, Raiden's torpedo, Kitana's squarewave butt?, Noob's teleport grab, Sektor's teleport punch, Sheeva's jump stomp, Sheeva's grab n punch), aside from that he can't parry some wake up attacks (Kano's up ball, Kung Lao's spin). That 2 hit combo is useless.

I destroy CSZs (and SZs) with Nightwolf. His reflector always catches them off guard the first time; then they try to trick you by throwing an ice ball, knowing you're going to reflect it, and blocking or jumping over it on the return; but what they don't account for is Lightning if they block, Hatchet if they jump, or full combo punishment if they slide (assuming it's blocked). grin
