Stale Move Negation?

I was wondering if anyone knew if this game has stale move negation. I mean I guess I could just go to practice mode and find out but the percentages are always jumping around. sometimes the same move is a lot stronger than was when you used it before.
but yeah....any ideas?

i have noticed that with combo's tho. also does it say that 6% + 9% makes a total of 14%... its always 1% lower than it should be.i don't get it...

Some moves do a fraction of a percentage damage, but it gets rounded up when the individual damage is displayed. So in your example the moves could actually be doing 8.5% and 5.5% respectively, thus 14%
