The Reason why people are usually him is because he's a very easy character to understand and is very easy to defeat. Not much they can do with him though. Try waiting for then then once you see an opening, Punish the Fuck out of them then keep waiting until the second match. In the next match, Rush him, Act like you will attack him but don't and instantly he will try to use what he do but don't fall for it. Wait for him then punish again and you will win. Trust me.

How do you respond to that?

Sindel and Jade work well against him because of their relatively easy devastating combos. if you can in close with Jade after a combo you can easily run in for a throw b4 smoke has a chance to teleport. you also want to make sure to do some sort of basic attack or juggle after a blocked teleport. and as always...a mixture of attacks puts the opponent off guard...Sindel and Jade have tons of specials and can easily trick the opponent. stryker is also good with his batton toss. and it is quick to do. OH and sonya is another great contender against smoke because the leg grab or upward bicycle kick can be done everytime you block his teleport and her pop up combo is easy and can lead to tons of combo options.
