I think a lot of people will remember that. I believe there was a discussion about it on this board before.

In the Test Modes menu ,set the background to 6(The Armory) and turn on the Ooh Nasty! option. Pick Raiden and when it says "Finish Him/Her!" (Assuming you won) Press away ,away ,away,block. I'm not sure if you have to stand at a partictular distance or not.

I remember that as well. After you check "Ooh Nasty!" in the hidden options menu it turned Dan Forden's head into a wierd clown head. If you are on the Armory, and playing as Raiden (so far the only fighter known to have the Fergality) at Finish Him/Her!! stand anywhere and press Back four times, and then Block. It will turn your opponent into Fergus for the Fergality. If you had MK1 on Genesis and Sega CD sometimes Fergus's head would fly across the moon. Remember that?

The Ooh Nasty Option must be highlighted in the Hidden Options menus for this to work. To access it highlight Done in Options and press Left, Down, Left, Right, Down, Right, Left, Left, Right, and Right and it will appear.

That "dude" is Fergus McGovern ,one of Midways employees. I can't remember what his job is ,but he's listed in the credits under a few things.
