They are both rip-offs, but it doesn't mean one isn't better than the other.

Both are top tier, however strictly speaking from the damage perspective, Human Smoke edges out because of the ease of damage delivery, the most damage you can get off a stray teleport uppercut with Robot Smoke, midscreen, whether they are on the ground or not is 56% which is not easy to get, being, teleport uppercut, JK, harpoon, 5 hit autocombo. Off a harpoon you can get 36%, and in the corner 38% (more on some characters if you add an otg unblockable HK). His invisibilty can be raelly good if used properly however and almost tips the scales.
Human is better because the lack of setups needed to score big damage. He has an easy 54% combo that starts with a knee lift, or Harpoon, and an easy 61% off a grounded jump punch. His corner combos are also monsterous. Easy 68% corner combo off a jump punch. Off a jump kick on a standing opponent H Smoke can get 44%, and Robot Smoke can get 37%-40% depending on the character. H Smoke also can relaunch infinite I think every character, there might be one he can't, so if you learn the timing for it, you'll have that at your disposal as well.
The main point is, if H Smoke gets a jump punch, harpoon, jump kick, or knee lift, you will always take at least 54%, where Robot Smoke off a knee lift can't get much damage at all, or off a harpoon, or a jump punch, which are the most basic forms of starting damage.
Coming from a rush down perspective, I would say R Smoke's actual rush down ability is better, but Smoke's is still more threatening due to that damage factor, run in with a couple run jabs for either Smoke, and if they release block to uppercut, hit a knee lift, the maximum end results for both characters midscreen are:
Robot Smoke: 19%
Human Smoke: 54%
I think it's clear Human Smoke kicks more ass, I don't even want to begin to compare him with Scorpion.

Without being technical (like above) and just from personal preference (he is my fav MK3/MKT fighter), I would choose cyber Smoke. I like his speed, combos (although they seem limited) and the fun of a jump kick, tele uppercut, j-kick, air throw combo! Then spear when the opponent is getting up and hp,hp,lk,hk,lp
I never realy use H. Smoke, but I have heard he is a little better - still doesn't change my opinion though - Cyborg Smoke alll the way...

Uh, thanks. And go ahead, compare him with scorion. I never really used H Smoke much, so I never knew there was a difference until I came to this site. So, what exactly is the difference?
Scorpion and Smoke have the same special moves, but they have different combos.
Scorpion:
HP, HP, U+LP
HP, HP, HK, B+HK
HK, HK, LK, LK
Smoke:
HP, HP, U+LP
HP, HP, HK, B+HK
HK, HK, LK, B+HK
HK, LP
HK, D+LP. D+HP
Smoke's last two are pop-ups, and you can volley anyone for an infinite. His pop-ups also enable him to do this combo: HK, D+LP, D+HP, Jump kick, teleport punch, spear, HK, D+LP, D+HP, air throw. This is a good combo.
Scorpion doesn't have any pop-ups, so Smoke is much better than Scorpion. The only reason why I'm Scorpion every once in awhile is for his finishing moves.

Human smoke thanks to the death factor he had in UMK3. Robo smoke was cool and I like to play as him but Human Smoke is just so much more fun.
Also, to add onto the comparison to Scorpion, I believe H. Smoke's air throw has higher priority then Scorpion's. This coupled with the vastly superior combos makes H. Smoke the dominator.

Smoke's walking speed is also faster than Scorpions, which is very helpful, his recovery off the knee lift is a tiny bit faster, which is also helpful when rushing down. Other than that, just about every aspect of Smoke is better, people only like Scorpion better because he's Scorpion. In my opinion, Scorpion is like Diet Smoke, just one calorie, not smokey enough.

Ummm...yeah. That's true, if you put it that way.
Anyway, I like Robo-Smoke better. I usually do a teleport uppercut, then jump in the air and throw 'em or hit them with a spear after the teleport uppercut.

human Smoke is the better fighter if you use him right.
I think that since robots are bigger it is easier to do combos on them and they are more vulnerable then the ninjas for example
But personnally I use robot smoke more often, he is a bit easier to use
