ok i know i could just check online and i did except that it just doesnt work i have mk3 on gamecube due to midway arcade treasures 2 but its so hard i just dont stand in the right way and its getting me mad so can anybody help me?

In midway arcade treasures 2 they don't give you alot of time to it, so you have to quick about it, you have to be outside of sweeping distance, but I suggest you be far away from your opponent for better success, Hold Run & press Down 3 times quickly then release Run.

For some reason the game doesn't usually like only 3 taps.

it sounds good but still every time i do it it doesnt work i know it means 3rd round but does it matter how it goes ? such as my opponent wins first then i win the rest? it is confusing

That doesn't matter. It just has to be 3rd round. Definately press down more then 3 times.

I usually tap down four times and then release RUN with the joystick in the neutral position. Releasing run right as you input DOWN may throw it off, have you been doing it that way?

I don't understand what is wrong with action, that it is so picky. I know it was listed in magazines as hold run, D, D, D release, but whatever the case may be, you gotta do that funky stuff to get it to work.
