There are quite a lot of graphic programs that can make them (Paint, Paint shop pro etc.)

For most you need sprites, these are pictures of chracters that have been taken out of a game, for Mortal Kombat I suggest MK Warehouse, you can get there by going to the top of this very page, placing your cursor over network and click on MK warehouse, from there you save whichever sprites you need. For non-Mortal Kombat sprites you can find them all over the web.

I suggest you get some help on how to make them, you can find this in the kombat pavillion (Same way as you get to MK Warehouse but click on Kombat pavillion instead) there's a guide for how to make pictures (namely full komics)

Once you have a picture you need a website to "host" it, as a lot of forums including this once won't let you upload pictures from your computer straight to the forum, you need to get them from websites. I suggest Photobucket.com

Registering is free and it will give you instructions on how to upload a file to photobucket and then copy it to the forum.
