I was wondering if there was a way to choose the player 2 outfits without being player 2 and selecting the same character / costume as 1st player.

For example, is there a way to select Kano's Alt., but black and red like player 2?

Unfortunately, no there isn't.
Here's something i never got round to trying though...
If both players select say, Kano's alt, then 1P loses and 2P continues on to fight through arcade, will you (2P) still be wearing the second outfit?
Give it a whirl.
