You can only select them in a 2-player game. And even then, only one of the players can select a boss.

in mk3 u can use them against cpu

I'v never been able to use Kahn or Motaro in SNES MK3 against cpu ,Just Smoke in 1p

You can play as Motaro in a 1 player game in MK3 SNES, but it's a glitch that allows it (don't remember how it's done).

fro the glitch u must do the stealth select in both players, then put the cursor on the same char and wait till the select time runs out. then select the battle plan (if thats the name).
when the round starts pause the game with the second controller and press start in the first. then select the boss
