Ok, this is it

In MK3 storyline, it was Raiden's words that he can not interfere anymore in Earth Realm during Kahn's invasion because it was governated by the Outworld Gods.

I ask to you. Who are the Outworld Gods? Shao Kahn isn't a god is it? I believe Sindel isn't too.

Kahn is like a demi-God. But I think they were reffering to the Elder Gods. They rule over all realms. But Once Kahn is successful in conquering earth he will be the Ruler of all reality and even the Elders must bow to him
