Here:

At the select screen choose your fighter and hold start then press up two or three times (depending on your character) and release the start button and begin the game.

Try gamefacts.com and search for MK4 they have alt costumes and Secrets.

Holy poo, I didn't even know MK4 had alt costumes. I should try it out sometime...IF I ever get back to playing MK4. =/
