beat the game with reiko, then go to hidden and hold run, then press up,up,back and press block while holding run.

or just use some trainer if you are talking about pc version

What psykosonik said or instead of beating the game with Reiko and entering the code for Noob, just enter the Cheat Menu and then select Reiko (press and hold Run on HIDDEN, then Up, Up, Left, Block, while still holding Run).
