Both of them were not evil at the time. But since Smoke was an assassin for the Lin Kuei and Jade for Shao Kahn, you can't say they were completely good.

However, Smoke was Sub-Zero's greatest ally and friend with which he was trying to escape the clan, so you can assume that he was the same alignment. And Jade eventually chose Kitana's side, since they too had been close friends once, so she became all good around MK3.

During MK2 the game they had no official storylines, so they were neither good nor bad. They didn't really get storylines until MK3 and Ultimate 3, other than the comic series that is, which was non-canon. In the comics, they were both assasins working for Shao Kahn. The Smoke action figure that came out with the original MK1 characters (the G.I.Joe action figures), depicted Smoke as a warrior who was loyal to Shang Tsung, and who could separate and become two fighters if he was sliced in half with a sword.

And that's why you can learn their past and more or less tell who they were then - by reading later bios, endings or other story stuff. And not only theirs, to be precise. Because other characters' stories obviously also contain some information about the others.
