Why wouldn't the tarkatan, centuars and shokan be in his army? Even though they may not have started working for him or have later turned on him that doesn't mean they weren't then. In MK II it even specifically says he recruited Baraka "into his army".

But besides them we see his generic soldiers in MKD's Konquest mode. There's also the shadow priests, those diamond shaped masked guards and the various speciality characters like the assasins(Kitana, Mileena) and bodyguards(Reptile).
