I think that pic was created for a webpage where all the character select boxes were clickable for individual pages...probably were ripped from other pictures.
I could be wrong though, but that is NOT an actual game screen.

MUGEN is a game made for PC by fans... they can be done by stealing the sprites.

I think they mean "www" like world wide web, and MUGEN is a lot more than just "stealing" sprites, there's a TON of effort put into making full games and even characters.

And I think it was just a pic when MK pages were just getting popular, there were "UMK3 sites" out there and saying "Kombat Zone: The Web" was like a way of saying, "This is UMK3 on the web".

Holy crap I had a CD like that UMK3 one. I remember it now because it ran horribly on my old comp. Ahh, the memories. I think I got it in a magazine or something.
