Universal Translator item in MKM:SZ ?

In the instruction booklet for MK Mythologies: Sub-Zero, there is an item called the "universal translator". It is supposed to translate those tablets with the tips. Has anyone ever found a universal translator?

nope...but i didnt even get to finish the game (i sold my n64). its probably around somehwere.
