I've played this hacked MK2,a friend of mine has it,very glitchy but very rare and fun to play.About how to get ti,i dont know,maybe Ebay or via emulation,but that's your work.

Is there any subtitle or special name that this hack goes under? Also, does Shao Kahn actually work? The videos never actually demonstrate gamplay as Shao Kahn, which leads me to question whether or not he would crash the game if selected.

It doesn't exactly crash, from what I can tell, but it's not like playing as Shao Kahn properly as in MK3 (home versions) or MK Trilogy.
