4 in hapkido is safe because of the u+4 and b+4 you can use after it. 3 and 4 safe in pi gua? on what planet? both have insane lag. pi gua sucks for chip damage. 2,2,1, 2,2,3, b+1,3 all cause INSANE lag if blocked. 2,2,1 in hapkido is much safer. backdash after that shit. 4,u+4,bd and 4,b+4 are also safe. shove/hellfire is the only thing saving pi gua.
