It means you're not allowed to continue with the combo as it's too damaging. The cut off point is 40% or higher.

It means they wanted to limit how much damage could happen from a combo, but didnt want to do it the way they did in MK3, with move disabling and character balancing. Always seemed like a cop out to me.
