Why arent Raiden and Scorpion in MK3?

why Raiden or Scorpion not in MK3 it confused

If you look in the mk3 intro,Raiden says,"Your Earth is now ruled by the Outworld Gods.I can no longer interfere".
Scorpion isn't in mk3 beacause sub-zero killed him in mk2,and his soul could not come back during the invasion(earthrealm and outworld becoming one)

well, as he said above, xcept for the scorp/subz bit, which went more like this:

scorp's had seen subz spare someones life in MK2, and thought that this was a different man, and took it upon himself to look out for this new sub-zero, and, having no more reason to be there, went back to the nether-realm, it could be seen that scorp's had nothing against anyone in MK3 and just stayed home, watching over subz.

this is only possibility however.....

Scorpion wasnt in mk3 because Daniel Pesina got fired( Scorpion, Reptile, Sub-Zero, J.Cage).
