Lex Luthor could always use his suit, but that therein lies the problem: he requires his suit. I've mentioned before that his suit would seemingly get in the way of almost every fatality.

If we aren't getting Sektor, Cyrax, or Smoke, I could probably go for Luthor.
If Joker can get in on name recognition, I don't see why the other best known arch-nemesis shouldn't. It doesn't hurt that he has more compelling history with mixing it up with the powerhouses than Joker.

Maybe he'll randomly combine with someone like Goro and become the merged boss.
