Scorpion's eyes are also white. It may be a possibility that she is now undead. Perhaps even resurrected by the Dragon King, and under his control.

Tanya was evil in MK4, though that wasn't revealed until her ending which probably didn't happen.

I have a suggestion, as dumb as it may seem. The still frame of Tanya by her self is a great pic. But look closeley at the contents. It's obviosuly lighted from an angle. Her eyes kind of give an illusion that they are half closed, almost like she's looking down. The shadows underneath her eyes only strengthen this. So could her eyelids only be covered with a white or silver make-up to give the illusion that her eyes are blanked out? It's just a theory.
