I believe it is Smoke.
His body is not totally transparent.
It seems, that the skin is transparent with greyish shadows. This should resemble smoke.

So I trully believe he is Smoke in a smoke-form :)

Dude, I think it's pretty obvious that it's Smoke. Look at the colour of his suit: it's grey, just like Smoke's old suit. Also, he looks very much like I expected him to look way back when he was confirmed: the only difference is the mask.

Also, why on Earth would they bring back Chameleon? He was just a filler with no original moves!

On the select screen from the front it lokked like a reptilian and a chameleon is a form of reptile. There is no smoke near him and he is not made of of smoke and like i said before his costume could change with the background and they would give him proper moves.
remember they didnt put the health bars up to DECEIVE you!

and plus you are colour blind. his suit is black and his knee pads are scale like which represent reptiles and i know he is not in reptiles clan or family tree but like i said before chameleons are a form of lizards.

As TemperaryUserName has stated, it could be Smoke in an ethereal (non solid) state. It could be Noob because of the Brotherhood of the Shadow logo on his boot. I do not think that is Reptile or any other Zaterran warrior. It's Smoke or Noob, but most likely Smoke.

Actually, I would like to see Khameleon return, since she did have her own story. Just give her a cool look with her own moves. But anywho, the new fighter is Smoke. No question about it.

Hahaha, I had to point out this post just because of how ridiculous it was. Does MK have to follow all laws of physics? No? I didn't think so. As for the controversey, I think it's absolutely stupid for anyone to think that the person is anybody but Smoke. Chameleon is a stupid character who used ninja moves. He didn't even have a valid plot (like Khameleon did). It would be unacceptable to see Chameleon to return in another game. He should stay in the private hell of MK characters along with Reiko, Rain, and Stryker.
