Nah its definitly a folded fan, took me ages to see it but it definitly is. They wouldn't have a character hold two different weapons, im sure, because that would mean combining two different fighting styles. In DA Kitana opened and closed her fans all the time, maybe this time the fan move-set has a move where you use one of the fans closed, so it is like a dagger.
