Lol yeah Liu Kang is featured in Hotaru's trading card. So, I'm sorry, but he IS IN FACT in the game.

Watch Hotaru's Bio video from IGN. In it he is fighting Liu Kang for a while, it's clearly him.

For one, no one will give up hoping their favorite character will be in a game. And two, Lui Kang is in Deception.
