Tanya & Sektor were never confirmed.
But you got all the others correct, though. It's just that only 22 have been confirmed.

I have a feeling that the Cyborg on the character select screen is Smoke. Now before everyone starts saying that he's been confirmed to neither be human nore cyborg, could it be possible that he is half way between? By this I mean maybe there has been some sort of reversal process, but it is incomplete. I'd hate for Smoke to be some kind of Spirit or as some have suggested actual "Smoke".
I would like to see Tanya in MK:D, but if she isn't, I would much prefer to see Kitana to kind of round up the Sindel/Kitana/Mileena story, which, lets face it, could become pretty explosive.
I just hope that Skab is never included in this game as the idea sounds rubbish to me.

Tanya in there I believe but no proof for sector if u real closely on the select screen 2nd row on the left theres a girl blacked out and she has Tanya's hair.

I think I should once again help clear things up.
First of all, every MK character will make an appearance in Konquest mode. Whoever said that every MK character will be playable in MK: Deception is DEAD wrong because characters such as Classic Sub-Zero, Goro, and Hsu Hao are officially DEAD and they are most likely not coming back...at least in this game anyway.
Secondly, there WILL indeed be more than 24 playable characters. Even though Sektor has only been "confirmed" by that Spanish magazine, he will indeed be a playable character in this game.
That's all I'll say for now....

All the footage that ppl have for Decption are the people who you can see on the select screen. Sektor could be a darked out character but your not gonna see him. So STFU with your lies please.

Raidens playable don't be dumb he probably dies at the end of the game. Why would Boon say his torpedo move is back if you can't play as him. Why do you need to know its back if your not gonna see it when you play as him because he's dead. THat makes no sense. I bet he dies at the end. You don't know anything I would like to see the stuff on Sektor being confirmed by MIdway. Also I want to see in print on a website that midway says Raiden dies in Intro Number 1.
