based on currently available information, i seriously doubt that bo rai cho will be available outside of konquest mode. kitana is practically guaranteed, for mileena and sindel would never be present without her. i believe that one of the deadly alliance members will return, but not both, as there is little need for 2 sorcerers who possess the same powers, especially if the morphing ability is present.

from a marketing standpoint the mk team is pretty smart not to include many of the popular mkda characters.
there is raiden, quan chi, tsung, sonya, kano, kung lao, cage and kitana as well as more that were very popular. if they were to include all of the characters that people liked then why would anyone want to buy the next mk game? mk deception would have everything.
what they have done is brought back many of the classic favourites and will not include a handful of the really popular characters from mkda - leaving fans eager for mk7 when their mkda favs return.

This is presuming that anyone who was in DA / TE doesn't count as a classic.

Eliminating people who are dead, we have:

I highly doubt we're going to see Rain, or Tanya, as this game is already ninja-licious and they were both pointless. I doubt we're going to see Reiko if Kahn is in there, and I we already know Kahn is going to make an appearance of SOME sort according to Vogel. Also, the likelyhood of Stryker is VERY slim, though they might throw him in as a joke, but even so, I'd say the 3 classics are;
8. Fujin
9. Shao Kahn
10. Three way tie between Smoke / Jade / Stryker. Even then, based on the concept art, I'd say Smoke first, but I don't want to believe that fat bastard is coming back, so who knows.
Now the DA's are a little bit harder, so these are mostly my beliefs, but it's not impossible to call. The DA's missing are:
Quan, Shang, Raiden, Jax, Sonya, Kano, Mavado, Hsu Hao, Cyrax, Kenshi, Nitara, Reptile, Kitana, Bo, Kung Lao, Frost, Cage, Sektor, Sareena, Drahmin.
Wiping out the dead ones, we have:
Raiden, Jax, Sonya, Mavado, Cyrax, Kenshi, Nitara, Kitana, Bo, Kung Lao, Frost Cage, Sektor, Sareena, Drahmin.
Say what you want, the DA is dead, or gone. They already said "We'll find out what happened to them" in the intro, they will not be back (as defaults anyways). Likewise, Reptile is the Dragon King, there is no more reptile, lizardman form or otherwise, get over it. I don't see Kenshi coming back either if Ermac is there, unless anyone can tell me where he's confirmed? Maybe I'm just over looking it. If Bo' is the "Trainer" in Konquest there's no reason for him to be in the game, and everyone hates him. I can't believe Frost will be back either, six specials means Subby is definately getting his moves back. That said, the rest:
Sonya, Jax, Raiden, Mavado, Cyrax, Kitana, Nitara, Kung Lao, Cage, Sektor, and Sareena.
Are really hard to call. We can just forget about Sareena, if anything, I'd say an extra. And if we get a robo ninja, we're only getting one, which I would assume is Cyrax. Raiden, I would also give the axe to, because we're either going to get Fujin on the deal, or Kai. I doubt we're getting Sonya back, with Kano dead and all. Maybe, but if we do, no Jax, I'm sure we're only getting one of them. On the other hands, Kitana is almost certainly what with Sindel and Mileena. Mavado too, if Red Dragon vs. Lin Kuei is true. If the news of the new Shokan is true, I'd say Kung Lao's in the bag as well, that's too good a plot to pass up. With Cage completely up in the air, depending on how much mileage they want to get out of Jax and Sonya / Cyrax and Sektor.

5. Kung Lao / Raiden (Depending on wether we get Fujin or Kai, I'm putting my money on Fujin though.
6. Tie between Sonya, Jax, Cyrax, and Sektor, which I would put my money on Cyrax, specially if Nitara is back.
Alternatively, Drahmin I'd suspect will get his "new form" and be a new character.
Of course, the more likely situation is that Midway is lying to us, or I am completely wrong. I'm willing to accept that, I'm already impressed as all hell with this game.

I know who all the returning characters are already though.

First off, Konqrr, how do you know who they are. If so, shed some light, then when they are released to public via E3, we'll see if you were right, (proven.)
My speculation on the characters will be it taking up where it left off, which means characters like Hsu Hao are gone, dead.
Li Mei, is dead.
Hsu Hao is dead.
Frost, is dead.
That eliminates those characters.
Jax, Sonya, Cyrax, Bo Rai Cho, Nitara, Quan, Kitana are still options.
For the classic characters, Boon said they'd be making their first 3d debut, but...Baraka, Mileena, and Noob made there's. Nevermind that then, neglect that.

The next three are my guessing.
o)Smoke- Why?! Because his story line took off from UMK3, which was a continuation to MK3.If you did see the Human Smoke ending, he regained humanity and took off into the shadows...That's where it ended. Sub needs him now, due to the attack from all sides. But it could be that Mavado is dead, so there is no threat, but Sektor's clan is still a threat, although, his ending was a what if, basically because it said he defeated all the earth warriors.
o)Kahn- The weakened emperor returns in a fighting state to reclaim his throne that was stole from him. He has a mind of vengence. Make him return, or Reiko. They are related in some way.
o)Jade, Stryker, or Rain- If Jade was no longer a ninja, her storyline could continue, but this time trying to stop the power hungry reptile. Stryker because Earth needs as much help as it can, plus that damn clone of him named Mokap is running around. (J/p). Rain died, but...Still, something could come up. DO NOT MAKE HIM A NINJA!!
For the newbies, that's all on them. I'm glad they're bringing in a samurai (Hotaru). The whole samurai v.s. ninja concept always interested me.

i just had a thought at why kitana may not make the cast for mkd. aside from a few others speculating her not returning because of the other female returnees - sindel and mileena, i think that maybe she will not return is because mileena is her clone and therefore it is possible she will have identicle fighting styles to kitana (apart from the weapons). so there is no point having two chicks with the same styles in the game. we already know that there could be many DA characters that could fill the last three spots and i think kitana does not come in as a priority inclusion.

Sareena was in MK:DA TE(Tournament Edition) on the GBA check the pocket kombat discussion to get sum info on her

Sareena and Sektor are both in Tournament Edition for GBA, which is like the MKG of MK:DA. Sareena was somehow able to regain her youthful form, and escape from the nether realm, and Sektor is off in japan building his own Lin Kuei-esque clan of cyber ninjas.
I doubt either of them would be back personally, but I gotta believe they were thrown in TE for some reason, if only to perhaps tie someone elses story to them (maybe Scorp is back somehow because of Sareena, and Sub will have more ruckus with Sektor).
And can someone tell me WHERE Kenshi is confirmed?

First and foremost I am praising goddess that Mileena has returned.It was she who made me a major MK fan when MK2 debuted and has remaind a favorite of mine mostly due to her choice of weapons the sais.But I saw the new pic of her and while I love the outfit I just have to wonder,what post-pubecent fantasy did that one come from?What the hell are the creators doing when they think of these things.Cant help but wonder.

With Li Mei on the list, there's only 2 spots for returning DA characters.

Now for speculation. I think it's a good bet that the characters with cliffhanger-style endings in MKDA will be returning. Let's take a look at the numbers.
Drahmin/Quan Chi
Reptile/Dragon King
Kano/Liu Kang
Nitara
Cyrax
Oops! That's a bit too many, isn't it? From this we can deduce that the Dragon King will (thankfully) not be a playable character and (also thankfully) that the Kano/Liu Kang ending was just a confusing goof, and the 3 returning MKDA characters are:
Nitara
Cyrax
Drahm-Chi
This also means Kung Lao will NOT be returning, leaving MK WITHOUT A HERO! Unless the new champion of MK will be Chow Kang/Kasaru or whatever they decide to name Liu Kang's little brother. Personally I think that neither of these names will be used. Chow Kang is a widely accepted name given by fans to the character, similar to Torch, who was officially named Blaze in MKDA. Kasaru, on the other hand, is a Japanese name, while Liu Kang is obviously Chinese - sorry, Jonin.
Also Johnny Cage, Sonya, Jax, and Bo Rai Cho are not returning, except for Konquest mode.
This brings the number of unknown characters down to only 8 - 3 'Classic' and 5 brand new.

Am I the only person who thinks there's WAY too many Mortal Kombat B-teamers on the list? I mean, Nightwolf, Kabal, Sindel, Ermac, Mileena? B-teamers.
I basically think that MK3 and MK4's new characters were vastly inferior to MK1,2, and 5's.
Nightwolf, Kabal, and Sindel are best off forgotten.. I like Ermac..but I just associate him too much with MK3.. basically all of MK3's characters that weren't in the game before sucked..and I hated cyber-Ninjas.
Hopefully they keep all MK4 characters other than Quan Chi away from the game. I'm also hoping Liu Kang, Johnny Cage, Sonya, and Reptile fill out remaining slots.

We'll see what happened to Reptile after MKDA, his fate is linked with the Dragon King, but you shouldn't have hopes of seeing Sonya and Cage in MK Deception.
