Now, if Kung Lao is one of the last two MK characters in the game this is my theory why. With the release of MK:SM players that weren't as familiar with the game may be more likely to recognize Kung Lao. This is just my theory on why he could be in it though honestly I would prefer to have Reptile and Baraka in it. Kung Lao is a fav but please more villains.

Baraka ain't gonna be in no matter how much you may want it. There's no way to make his moves T-rated without taking away all of his appeal as a result. Let's face it, huge amounts of gore is the only thing the character's good for.
In fact, that's probably exactly why Kano is in, even though nobody actually likes him. Because there's so few other henchman level male villains to choose from. He's filling the Baraka slot.

It's not hard to imagine reducing blood to get him in, in much the same way fatalities have been accepted, and maybe even knife/sword attacks by Kano (pictured holding knives) and Deathstroke.

The blood-letting level of Kano and Deathstroke's moves can be nerfed without losing what makes them who they are. They've got personality, and other moves to fall back on.
Baraka's got none of that. His ENTIRE character can be summed up as "slices people to ribbons with massive blades". There's just no need for the things he has to offer, or lack thereof, in the game's story mode.

Special moves are special moves.
Baraka isn't any more shallow a character because there's a little less blood... [Not that I think Baraka is likely to appear as a playable character.]

I would be surprised if he made the game due to the T rating. I mean, what's Baraka going to do... shard someone to death?

Remember his MK 2 Fatality where he just impales you and picks you up?
I just think he won't be in because of niche popularity, not because of gore.

Put in MK: Armageddon, proceed to the options menu and reduce the gore. Then go ahead and play with either Kung Lao or Baraka and notice how they're still enjoyable characters even without massive amounts of gore.

Wolverine's entire thing is to slice and dice people as well. Yet he was in Marvel Nemesis and gutting his opponents. And that game was T-rated. There just weren't guts flying around.
So if you don't overdo it with the blood, you can have Baraka even impaling people.

What are you, high? Baraka isn't an enjoyable character even WITH the gore. That's my entire point. He's one-dimensional and useless.

High because I'm not agreeing with your statement? You should've learned to express yourself in school...
