Quan Chi in MK vs DC?

In the MK vs DC trailer they showed Quan Chi even though he's not a part of the game. Do you think he is a downloadable character? Or do you think it was just to hype the game's story.

The cut scenes use in-game skins, so a "downloadable" Quan Chi is going to be a moveset that also unlocks content already in the game.

If he isn't a traditional unlockable character, he'd want to be free.
Not that I'm especially thrilled about the prospect of paying for any content one would arguably expect of a modern game.
