The 2nd outfit for "Skab" is on a brief moment of one of the demo movies, the first one to show Ben\Kobra. It's about the same as his primary but he has a hood\mask covering his entire face and the reddish part of his costume are more purple. I think a snapshot of it is somewere in the recent MKO news archives or at least a link.

Exactly. Early development. Which means they could give the same fighting style to multiple, unfinished characters. This happened in early MKDA pics.

I'd say the character the in the first two pics you posted would be Ben/Kobra as opposed to Noob or Skab. Note the hooded outfit as compared to the others you posted.

Btw - have we seen a picture of Ben/Kobra's face?

Ok wild subject to be on and I want a chunk of your kidney. I have asked this question a millon times and as always there are three sides of the story. Your side,my side,mk staff side. This Jury sucks.

Take a look at the character select screen, you can clearly make out Noob and Skab in the select screen. Skab has a cowl over his head and Noob is in his cat suit + goggles outfit. THEY ARE TWO DIFFERENT CHARACTERS!
