What is an Elhigh?

Pardon my ignorance, but in the trailers we hear of someone "using the trust of an Elhigh".

Does anyone know what an Elhigh (or however you may spell it) is? confused And if so, maybe we can get a few clues on at least one of the deceptions in MK:D.
