I mostly tried to go by Storyline parallels, but in some areas out of laziness, I defaulted to powers.

No it couldn't...this deals more with parallels and the discussion of what makes characters parallel than what characters will be in the game.

You know, I never even thought about the Cyrax/Cyborg parallels till now. It makes almost too much sense.

As for the others, I really don't know enough about DC to make any commentary.
