Much agreed. I don't think I've ever hated a soundtrack more... Though I also went on to strongly dislike Skyrim's as well. All very generic fantasy fodder if you ask me, no personality.
As for what I think is the best... Hm... There's a few.
-Everquest: Kelethin! Also, if anyone here played the PoP expansion all those years ago, you know how incredible the soundtrack was. Every area had an equally brilliant theme song. Some of the later expansions had some great songs too, but they kind of lost their magic after a certain point.
Final Fantasy X: Ignoring the obvious 'To Zanarkand', there was tons of other great music, particularly the many boss themes and the ending (oh my god the ending). And OH MY GOD the Via Purifico music.
Final Fantasy X-2: This game gets a lot of crap, much more than it deserves, but I thoroughly enjoyed the soundtrack. It was a bold style shift and while Yuna's Ballad isn't quite as striking as To Zanarkand, I find it the more enjoyable song to listen to just because To Zanarkand is better in its many other arrangements than as a piano solo.
Shadow of the Colossus: This is how a good orchestral score is done. Makes Elder Scrolls sound like generic trash in comparison.
Shadow Hearts: Covenant: Had a lot of really interesting and unique music for an rpg.
.Hack series: This one hasn't stood the test of time well, the music is actually kind of poorly written at times... But I was obsessed with it as a teen... In particular, the Phase 6 Macha battle theme was downright groovy, heh. It has such a strong 'video game' vibe, which fits considering you're playing a video game about playing a video game.... But I miss this style of music. Sure, sweeping orchestral scores are impressive and I love them too, but old fashioned game music is more fun.
- DOOM II
- Legacy of Kain: Soul Reaver
- The entire Resident Evil series and its "bonus" soundtracks (Resident Evil 2 and RE: Outbreak being my favorites)
- Mortal Kombat II and Mortal Kombat: Deadly Alliance
- Quake II
- Silent Hill and Silent Hill 2
Mortal Kombat Deception had easily one of the worst soundtracks in the series. Personally, I felt as though none of the tracks matched the ambiance of their respective arenas. To each his own, I guess.

definitely Doom I & II. Nothing compares to the versatile sounds, sometimes creepy, sometimes hard hitting, sometimes tense, sometimes actiony, always unforgettable.

Really? Wow...
I've always felt the exact opposite. The music in that game seemed the most well doneout of any game in the series since MK3. I especially loved the eclectic use of instruments within the soundtrack. Golden Desert and Liu Kang's Tomb make great examples of this, imo.
I also love how well the composers did the soundtrack of Puzzle Kombat. I favor Tiles of Death and Whimsey, such a beautiful track that I could imagine being in various video games, far beyond Mortal Kombat.
But as you said, to each their own. But come on, you have to like some of the music.

Mortal Kombat, II, 3, and Deadly Alliance
MKM: Sub-Zero (The first Prison of Souls track is particularly head nod worthy. Dat breakdown!)
Tekken 3, Tag Tournament, 4 and Tag Tournament 2
Super Mario 64
Streets of Rage series
Street Fighter II and 3: Third Strike. Everything after has been shit, in my opinion.
Resident Evil, 2, and 3.
Capcom vs SNK (Sweet Jesus!)
Metal Gear Solid
Bomber Man 64
Scott Pilgrim vs The World
Super Mario Bros. 3
Super Mario World
Deadly Arts
Xtreme G 2
Batman: Arkham City
Dishonored
Perfect Dark
Goldeneye 007
Killer Instinct and KI Gold
Marvel vs Capcom 2 (It was weird for the game it was on, but those were some jams. Swing your bawdy!)
Crash Bandicoot and 2.
Sonic The Hedgehog series circa Genesis
Jet Force Gemini
Banjo Kazooie
Honorable Mentions
MK: Deception - Beetle Lair, Falling Cliffs and Slaughterhouse.
SSFIV - Africa: Solar Eclipse
Tekken 5 - Dragon's Nest, Final Frontier and the bluer, more desolate version of Jinpachi's stage.
Tekken 2 - Michelle Chang's theme, console version.

There is one particular track I'd like to share from an old video game called Cool World, based on the 1992 film.
While the soundtrack as a whole is somewhat good, the title track is freakin' amazing, to me at least. Check it out!

Shadow of the Colossus by a large margin for me.

LOL you named the same stages I mentioned being the only songs I like from the soundtrack, except Azazel's Chamber. As far as Tekken 4 goes its all about the Authentic Sky theme

I love personally loved the Assassin's Creed II soundtrack, it just sounded epic to me.
Resident Evil 0, 1, 2 & 3 are my go to soundtracks.
Final Fantasy 7, 8, 9 & 13.
Silent Hill 1 & 2.
Terraria
Mortal Kombat (Mainly 3 and Deception.)
I agree with the OP, I preferred Oblivion's soundtrack over Skyrim's.
Oblivion was the first game of that kind I had ever played so it had a more prevalent effect on me.

You're all wrong.
Kingdom Hearts (as a series) has had the best soundtrack since it's original TITLE SCREEN. Not to mention th in-game music is awesome.
Final Fantasy series ans Secret of Mana are my runner-ups.

Wow guys, I'm going to have to say I don't agree with any of you.
In my opinion the best video game soundtrack is from SUPER MARIO GALAXY
Why? Beautiful orchestra, very catchy themes, and just a huge variety that touches every emotion.
They've got epic songs like Hell Prominence (Melty Molten) , Buoy Base , The Fate of the Universe, and the classic airship theme, this time orchestrated.
They've got melancholy songs that really capture the essence of being all alone in deep space: The Gateway , Star Babies , and one of my favorites, Space Junk.
They've got some that are just all happy and cheerful: Ball Rolling , The Toad Brigade , and another one of the greats, Beach Bowl .
Of course, you've gotta have The classic.
Some of the pieces are peaceful, chill, and relaxing: The Comet Observatory , Dusty Dunes , and Luma .
Others are creepy and foreboding: Ghostly Galaxy and Final Battle .
There are some that are just flat out amazing all around: The Star Festival , everyone's favorite Gusty Garden , and one of my top picks, Good Egg Galaxy.
If I had to choose my favorite track from this game, it would have to be The Staff roll because I think this one pretty much sums up the entire feel of the game in one rush of emotions that has you looking back on your adventure with tears in your eyes, knowing that you will never experience anything quite like this again.
As a standalone game, this one definitely has the greatest soundtrack yet recorded in my opinion. As far as series goes, I would say the Mario series has the best soundtrack. I would say exclusively for this one, but fortunately I don't need to because the other Mario games have fantastic soundtracks as well.

I also love the first Resident Evil's save room theme. It's so creepy and eerie.RE 4 save room theme was great too.Imagine being lost in the forest and its raining very heavily.
Is it just me? or did some of the level themes from Super Mario 64 freak you out?Like the King Boo world and the water worlds for example. The Sand World theme also drove me up a wall.
Cave Story has an incredible soundtrack.Everything Donkey Kong especially King of Cling.
