It IS coming back. FOX just gave way for 20 new episodes to be produced, likely to air on FOX before they go to Cartoon Network.

Maybe it will come on Fox,some people say it will only be on Adult Swim due to this article:
According to this USA Today article, Cartoon Network's Adult Swim will be airing episodes of Family Guy when it returns to television. Fox has yet to confirm whether or not they will be airing the episodes as well, but if that ends up being the case, they'll air them before Cartoon Network does.
The Article: USA Today - Family Guy Un-Canceled, thanks to DVD success...
Variety.com also has an article on the subject of Cartoon Network's airing of new episodes. It has a little more information but requires that you sign up for a 14 day trial membership to read so I'll give you some of the highlights.
There are a confirmed 22 episodes in the deal and that number could raise to 40 by the time the show airs in early 2005.
The DVD sets have sold 2.2 million copies. This is supposedly funding Family Guy's return.
The deal lead to a 10% budget reduction per episode. So the rumored 1.1 million dollar an episode number should come down to under a million. Not exactly a significant reduction so we shouldn't see much of a change.

Next year its coming back on sometime in January.
